SOUTH COVE BOARD MINUTES
March 16, 2006

Meeting called to order at 7:05 PM by Rod Putney.
Minutes The February 2006 minutes were approved as listed on the Web.
Treasurer’s Report
Windsor reported an account balance of $68,329.51. (Combination of savings & checking accounts)
91% of the homeowner dues for 2005 have been collected.
Windsor is researching a notification by our past accountant stating that Washington State law requires all homeowners associations with annual revenues equal to or greater than $50k to perform independent audits
annually. Windsor will report back on her findings."
2006 Priorities
Rod asked for any additional items to be added to the 2006 priorities survey.
The following priorities will be included in the 2006 priority poll list:
Two Yes / No survey questions will be included:
1) The issue of whether or not fences should be allowed on the park.
2) If fences are allowed on the park, what restrictions will govern these installations?
Two solicited responses will be included:
1) How do we more effectively encourage homeowners to join the board?
2) Are there any priorities that the homeowners would like to see added?
Rob discussed the merits of having curbs painted with house numbers. The board decided not to include this as a priority, because the newly-painted numbers will quickly be brushed off with the increased street sweeping implemented with Issaquah annexation.

Spring Cleaning and Community Pride
Another 2006 action item discussed was a spring cleaning dumpster for the community. The board chose May 6th, the 1st Saturday in May from 8AM to 4PM as the designated time. Rod will schedule the dumpster and report back on availability.
Architectural Control Committee Two ACR requests were submitted and approved. One resident who is remodeling their home requested additional time (one month) to move a boat out of the side yard and back into the garage. The board is happy to accommodate this resident.
A home on 193rd Pl SE has a fence that has blown down. There was some discussion about a potential road visibility issue due to the fence, and this may be a good time to ask the resident to move the fence back. Don will view the property and draft a letter.
The board continued the discussion about vinyl fences in the community; the general consensus is that vinyl fences do not meet the standard of intended harmony with the rest of the community. Consequently the board will not approve any requests for vinyl fences. Don will mail a letter from the board to the homeowner who installed a vinyl fence without the proper ACR approval.
Park / Landscaping Rod mentioned that Leigh Bangs will help coordinate the park organic fertilizer program.
Rod will contact Signature Landscaping about a water spigot by the tennis courts.
Don presented a proposal from Northwest Playground equipment for new trash receptacles in the park. The board felt the proposal was too high and requested he get another bid. Chad has a contact with the parks department and will send this info to Don.
A second proposal from Verde Landscaping was presented, to remove the concrete structure by the tennis courts and re-landscape the area which would include an enclosed 15’x 25’ border with options for a barbeque structure and a gazebo covering if desired. The board agreed with the idea of removing the concrete structure and re-landscaping the area but felt the barbeque and gazebo were too expensive and mentioned that perhaps a stand-alone barbeque close to the water would be a better option. Don will follow up.
Beach We will wait until the lake recedes more to determine if new sand at the beach is required.
The lake speed buoys have already been approved. Don will order 5 new buoys with the appropriate hardware.
Tennis Courts Julie reported via e-mail about issues regarding the tennis courts:
Mid Pack construction has been contacted re tennis court cleaning. We will wait for all the flowers etc to be done with before we clean the courts.
A locksmith has also been contacted to repair the damaged gate locks.

Mailbox A mailbox was struck by a vehicle and slightly damaged. The damaged box will be evaluated to determine if it can be repaired, or if a new box should be ordered.
Events
Windsor Lewis volunteered to help Julie McDaniel with the Easter egg activities.
