ANNUAL MEETING MINUTES

November 9, 2006

Issaquah King County Library Service Center

 

 

Board Members Present Don Meyer, Chad Hardisty, Windsor Lewis, Randy Yueno, Stuart Johnson and Rod Putney. There were 12 members from the South Cove community present as well.

 

Meeting called to order at 7:05 PM by Rod Putney.

Rod welcomed all the homeowners to the Annual Board meeting.

 

Minutes   Don read the minutes from last November 2005; and they were approved as read.

 

Treasurer’s Report 

Windsor provided a printout of the year's expenses and reported an account balance of $3,276.79 (actual FY2006 remaining per cash after liabilities).

 

Windsor reported that four homeowners were still delinquent on their dues. Letters have been sent to these homeowners per recommendations of our attorney. There is one homeowner from whom we will start foreclosure proceedings to force payment of delinquent dues. A homeowner present asked what the interest was on the delinquent dues. Windsor reported 10%. The homeowner recommended this rate should be raised to 18-20% to help entice homeowners to be more diligent with their dues payments.

 

Community Vote Report

The votes have been tallied and below are the results as of 11/9/06 (a couple more votes may still be in the mail)

60% homeowner participation (173) is required for the audit waiver vote to be valid (178 voted).

Windsor reported on homeowner who had prolonged the completion of a home repair. The Board recently sent the homeowner a letter indicating a $10/day fine for failure to complete the project. Upon receiving the notice the homeowner completed the project. Windsor asked for a vote to rescind the fines which accumulated for a couple days. The Board voted unanimously to rescind the fine.

 

Communication Report

Randy reported that the Web site was having problems. The web site can be viewed, but Randy has been unable to post any update to the web site. Hopefully this will be corrected soon.

 

 

 

 

 

 

 

Architectural Control Committee  

Don reported that 22 ACCR's had been submitted and approved. He spoke about the new offerings on the South Cove Web site that the community can view regarding permits and information pertaining to when permits are required.

 

Don thanked all the homeowners that were conscientious about submitting the ACCR forms. He stressed that the important feature of the ACCR form is that the form reminded the homeowner that communication with the neighbors is a key element of any project.

 

Park / Landscaping  

Rod highlighted some of this year's accomplishment in the park: Tree trimming / Irrigation leaks fixed / installation of a root barrier in front of the tennis courts and the anticipated installation of a security light down at the beach. Rod also spoke about the new organic fertilizer program that will be implemented for the park. This program will be coordinated with Signature Landscaping.

 

Rod commented on the success of the Community Pride yard clean-up program. The community responded very favorably to this program and the Board will try to implement it next year as well.

 

Beach Issues

Don reported on the new speed buoys outside the swim area and the anchoring of the swim dock. Don mentioned that because of a requirement for a city permit, the security light at the beach was turned over to a contractor to complete. The floating dock deck replacement was reassigned to 2007.

 

Events

Rod explained that the summer concert in the park was cancelled because the band had to cancel at the last minute and was unable to reschedule. Rod spoke about the continued successes of the community garage sale, the Easter Parade, and party in the park. Joan Probabla will host the Christmas party in the park and has asked for volunteers to help with this event.

 

Rules Committee

Chad spoke about the changes to the covenants. The main change is that we now have year-to-year flexibility to make changes if needed, and as of November 2nd all disputes that in the past have included attorneys, will now be decided through binding arbitration.

 

SLSA

Chad gave a brief description of what SLSA was about and how it serves our community. Some issues that SLSA representatives are involved: Center line road painting, Ice Cream Social, Meerwood Park cleanup program, and increased security police patrols. For more information there is a SLSA web site that is linked to the South Cove Web site. Chad mentioned that SLSA is always looking for more members.

 

Welcome Committee

Windsor reported 13 new residents had moved into our community.

 

 

 

 

New Business

A homeowner mentioned that last Halloween a household had passed out what appeared to be Excedrin tablets in baggies. A second homeowner acknowledged the same thing. No one was able to identify the responsible home, but be aware for future reference.

 

One of the trees in the park by the entrance to the tennis courts appears unhealthy. Rod said he would have Signature Landscaping take a look at it.

 

A resident asked that Signature Landscaping not start up the maintenance equipment at 7am in front of her home, to please start the equipment in the park. Rod will contact Signature.

 

A recommendation was made to consider lighting up the community entrance signs, both for South Cove and Sammamish Beach Club to help find their way to our homes, and for aesthetic reasons as well.

 

Mr. Steve Serex wanted to lodge a complaint about how his fence issue was being handled. The Board recorded his complaint and reminded Steve that this was still an unresolved issue and would be in contact with him after the Board had feedback from its attorney.

 

Nomination for next years Board:

Julie Meyer and Shelby Grieve volunteered to become new Board members. The Board voted to accept their request and welcomed both volunteers to the next Board meeting.
