SOUTH COVE BOARD MINUTES
November 17, 2005

Board Members Present Thomas Marquis, Don Meyer, Jill Cyra, Rod Putney, Julie McDaniel, Sam Rosenbaum, Randy Uyeno, Chad Hardisty, new member Windsor Lewis-Gloy, and eight South Cove residents.
Meeting called to order at 7:05 PM by Thomas Marquis.
Minutes Don read November 2004 Annual meeting minutes, which were approved as read.
Thomas Marquis welcomed all present South Cove residents and then gave a brief summary of accomplishments from the 2005 priorities list.
Treasurer’s Report Jill provided copies of the final budget vs. actual expenditures for 2005. For Fiscal Year 2005 which just finished (11/1/04 – 10/31/05), operating income less expenses for the year is $21,412. This seems like a big surplus, but there were several large expenditures that were planned for FY2005 which were not yet completed. These include improving drainage and improving the landscaping at the entrances to the park. We anticipate these activities will be completed in November and December of 2005. Planned allocation for these expenditures totals $19,500, which will leave $1912 to add to our reserve. The bank balance as of 10/31/05 is $27,280 which does not yet reflect the planned allocation. The detailed accounting of expenses and planned budget for 2006 was distributed to all meeting attendees. It can also be found on the web site.
Board Appointments
Thomas Marquis mentioned that because there are four open Board positions for 2006 and only one applicant, the expense of post card voting was not warranted. Instead, the bylaws enable the Board to vote to appoint members to fill the open positions. The Board then conducted a vote and Windsor Lewis-Gloy was accepted as a new Board member to fill the remaining term of a member who resigned earlier in the year. Ms. Lewis-Gloy will also be appointed to fill one of the four open positions starting in 2006. Any other resident may request to be considered for appointment to the 2006 Board.
COMMITTEE REPORTS
Events Committee Thomas reported that last years events (Easter, 4th of July, and garage sale) were all successful and thanked everyone involved. He mentioned that the summer beach social event put together by some local families was very successful and the Board would contact these families to offer our assistance for future gatherings.
Newsletter & Website Randy agreed to continue writing the newsletter and Windsor Lewis-Gloy offered to help Randy as she also was familiar with the newsletter program.
Welcome Committee Chad reported 21 new families in the past year.
Government Affairs / SLSA Chad spoke about the history of the new roundabout and how the problems were quickly corrected. He mentioned that the community should be as vocal about our appreciation for the DOT’s quick response and to send e-mails and letters..
David Bangs gave a brief update on the Issaquah annexation process. South Cove and surrounding areas approved the annexation by 88% and the bond indebitness by 79%. Unfortunately Klahanie residents approved the annexation by 67% but rejected the indebitness issue. This leaves the annexation of Klahanie in a state of confusion with the city of Issaquah. David felt the issue would be resolved in the near future, possibly by a new vote.
Tennis Court Julie reported that the tennis court gate lock is broken again and requires repair or replacement. Julie is checking on a new locksmith to replace the locks. She also reported we will need to budget to have the courts professionally cleaned next year.
Beach Committee Don reported that he has an estimate to replace the damaged and missing speed buoys outside the swim area of approximately $1,200.00. This price is for buoys and installation material only. Don thanked everyone who helped with the installation of the swim area rope and floats.
Rod spoke briefly about the beach patrol and a minor issue that came up this summer. The general consensus was that early season monitoring of guests helped to eliminate problems at the beach.
Parks and Landscaping Rod spoke about entrance landscaping designs purchased from Nyce Gardens. Rod thanked the work parties that helped clear debris and plants from the entrance areas.
- Signature Landscaping has been retained as our park maintenance company.
- Drainage problems around the tennis courts will be addressed in 2006.
- David Bangs inquired about organic fertilizer for the park. The Board had previously budgeted $4,700.00 for this service and will reinitiate the service for 2006.
Architectural Control Committee Sam reported that 15 ACC requests had been submitted; all were approved.
Sam stated that the purpose of the ACC form is to ensure all residents are in compliance, but more importantly it ensures that residents communicate with each other prior to commencement of work.
Fences on the park was the topic of a lively discussion. To date the Board had not made a formal rule on fences in the park. The current recommendation is to change the wording in the Covenants to strongly discourage fences on the park. This recommendation is not supported by all Board members and some residents.
Several residents spoke about their concerns about fences in the park. Laurie Kramer read a letter from a South Cove resident who could not attend; it addressed the original plans for the park and rules governing fences in the park. It is clear this is a complex issue that needs more research and discussion.
Rules and Regulations Thomas presented the Board and the present South Cove residents with the revised Rules and Regulations document that had evolved over a number of Board meetings. A motion was made to eliminate the new recommended verbiage regarding fences and to accept the remainder of the rule changes as written. This motion was voted on and passed.
Thomas requested suggestions from the community for 2006 budget consideration.
