Board Members Present Thomas Marquis,
Don Meyer, Jill Cyra, Rod Putney, Jeff Hertogs, and Randy Uyeno.
Meeting called to order at 7:05
PM by Thomas Marquis.
Minutes Don read the January 2005 minutes; approved
as read. Correction to January Minutes: Jeff Hertogs
is chairperson for Rules and Regulation Committee.
Treasurer’s Report Jill reported
an account balance of $57,532.00. Fourteen
(14) homeowners have not paid their 2005 dues; Jill will contact by email. The question arose, at what point in time
will the Board assess a penalty for non-payment of annual dues. Jill responded
that a penalty is assessed after the third notice.
Jill reported that our tax
consultant advised that we may have a tax liability on dues we collected for
2004. This may be due to the timing of our receipt of dues payments. Mark
Southern has offered to help sort this out.
Survey Results for 2005 Priorities Randy
orchestrated this survey report and the Board extends a warm thank you for a
superb job. There were 115 responses to this survey, thus this task was not a
simple one. Using Randy’s survey, the Board selected the following six
priorities for 2005:

listed in any order of importance, but were selected based on the survey and
the amount of work or coordination required.
Architectural Control Committee Rod
reported that two ACC requests had been submitted; one was approved and another
was still pending awaiting follow-up information from the requestor.
The overall appearance of the
South Cove community was discussed, especially as it pertains to yard
maintenance. It was suggested that the Newsletter include reminders to keep
clutter out of yards and to trim shrubs along walkways to allow walkers to
pass. A community clean-up day was also mentioned where neighbors could
coordinate the use of rental equipment with each other.

Parks and Landscaping Rod will
investigate the water bill, as it should be in a reduced billing period.
Beach Committee Don will investigate a large
railroad timber that has floated onto our beach on which there are exposed
spikes. Not:e the spikes were cut off and a North beach neighbor has offered to cut
up and dispose of the timber.
Don will work on a Newsletter
request for beach patrol volunteers this summer and a request for volunteers to
help with the replacement of the rope and buoys in the spring.
Rules and Regulations Jeff is
working with David Bangs to properly define the Rules and Regulations.
Newsletter Randy is working with a friend on reduced newsletter
pricing. We continue to research the idea of reducing the newsletter to a one-page
mailer with references to additional information on the web page.
David Bangs has graciously
allowed the Board to use his E-fax account but is requesting the Board cover
the $12.95/month fee if we want to continue doing so. Another option is a free
fax account, but this requires the sender to pay long distance phone charges .The
Board will instruct
Mailboxes Jeff has been placing reflective tape on the
new mailboxes and would like some feedback as to how
effective it is.
Activities Rod confirmed that Kim
will volunteer along with Amy Higgins and others to put on the Easter event,
Saturday the day before Easter. The Bunny costume is reserved. Rod requested
that if anyone wants to help with the event, any help is welcomed and they can
contact Kim (425-747-1716) or Amy Higgins (425-562-5111).
We are still looking for someone who would be willing to run the July 4th
event.
NOTE:
The Board voted to change the meeting night from the 3rd Wednesday
to the 3rd Thursday of each month. This will change the next meeting
to March 17th.
