Meeting called to order at 7:10pm by Mark Southern
-Minutes: Shelly read the minutes for October 2003. Corrections were made and the minutes were approved as corrected.
-Treasurer’s Report: Jill reported that the account balance is $47.654.46.
Delinquent dues are owed in the approximate amount of $5,500.00. Nineteen past due for 2004; Five past due for 2003; Three past due for 2002; 1 past due for 2001; and Three past due for the special assessment fee.
Discussion was held regarding filing Liens on delinquent homeowners property to ensure collection of past due fees in the event of the sale of the property.
Appointment of New Board Members: A motion was made to approve Darin Webb and Rod Putney as new board members for a term of 1 year, and to be voted for a further term at the 2004 Annual Board Meeting. The motion was approved and passed unanimously.
Election of Officers:
A motion was made to elect Mark Southern as President. The motion was approved and passed unanimously.
A motion was made to elect Thomas Marquis as Vice President. The motion was approved and passed unanimously.
A motion was made to elect Jill Cyra as Treasurer. The motion was approved and passed unanimously.
A motion was made to elect Don Meyer as Secretary. The motion was approved and passed unanimously.
2004 Priorities: Four main areas were designated as priorities. 1) Review our Rules and Regulations so that they comply with our Covenants; 2) Plant new trees in the park near the beach and improve our entrances to the park with new plantings;
3) Community Involvement Event; 4) Re-surface the tennis courts.
Each priority was voted on, and all were approved as top priorities for 2004.
Additional goal topics discussed for 2004 were: Pre-summer Beach Patrol organization; increase in homeowner’s dues; re-checking high park path edges.

Government Affairs/SLSA: David reported that in Issaquah, our revenues do not pay for our services and this may be slowing down the annexation process. He noted that in 1979, an agreement was made that our area would annex to the City of Issaquah, not Bellevue. Due to this agreement, Bellevue will not even discuss annexation with our area. King County and the state legislature are pressuring the City of Issaquah towards annexation, but nothing has come of it at this time.
Architectural Review Committee: Thomas reported that 3 new Applications for changes were submitted. Mark reported that a homeowner along 190th made changes to their front yard, fence and side yard, but no Applications for the changes were submitted. This matter will be discussed further at a future meeting.
Park Paths: During set up for the Christmas in the Park (tree lighting) celebration, the path leading into the park nearest the playground was damaged by a delivery truck. David will discuss possible solutions for repairing the path. Don will obtain a bid for repairs. To prevent damage in the future, Don suggested planting shrubs closer to the path itself. Also, signs stating that cars cannot use certain park entrances could be posted.
