SOUTH COVE BOARD MINUTES

 October 20, 2004

At the home of Mark Southern

 

 

Board Members Present Mark Southern, Don Meyer, Thomas Marquis, David Bangs, Jill Cyra, Rod Putney, Craig Elkins, Jeff Hertogs and four new South Cove residents – Kathryn Cowan, Sam Rosenbalm, Greg Richards and Randy Uyeno

 

Meeting called to order at 7:00 PM by Mark Southern.

 

Minutes   Don read the September 04 minutes; they were approved as read.

 

Mark thanked the new South Cove residents for attending the meeting and presented them with an overview of major accomplishments of the Board during the past year.

 

Treasurer’s Report  Jill reported an account balance of $8,320.00.

Jill inquired about an inactive Bank of America checking account. The Board discussed the merits of keeping the account open and decided it was best to close the account. A vote to close the account was posed and unanimously approved.

 

Parks and Landscaping   (Rod, Don)

Don reported on the status of the newly planted trees and the additional charge of $750.00 submitted by Big Trees Inc. for the unexpected planking and labor costs their company incurred. Don explained to the Big Trees representative that $750.00 was an unacceptable charge due to the fact they never mentioned any additional charges until the time of installation. We offered to cover half of the fee ($375.00). This offer was accepted and a new bill was submitted.

 

Rod is securing a bid from Signature Landscaping to fill in the potholes in the park and add some fill dirt along the pathways.

 

Mark mentioned that the last water bill in the amount of $5,000.00 was exceptionally large; past bills have been approximately $2,500.00. (Not sure of billing cycle) Rod mentioned that the water has been shut off for the winter but has asked Signature Landscaping to perform a leak test prior to the watering season.

 

Beach

Craig said the new buoys have arrived but stated that we should wait until next spring before installing them. The company spokesperson from whom we purchased the buoys will supervise the installation and provide recommendations on how to properly tighten the ropes.

 

Randy Uyeno (New South Cove Resident) provided the Board with the name of a gentleman, who has performed dock repair work for him and his neighbors, whom he feels is reasonable and professional.         John Hanson of “Best Boatlifts” (206) 226-2319.

 

 

 

 

2004 Rules & Regulations   (Craig, Thomas, Jeff)

The Board discussed the upcoming November vote for the recommended change to the South Cove Bylaws document.

 

This change will allow the Rules and Regulations document to contain clauses from the Covenants. This will allow the Board to later create a complete Rules and Regulations document which contains all of the regulations applicable to homeowners and to adopt a penalty schedule that could apply to any such regulation.

 
In order for this change to be approved, we must receive votes from 20% of the homeowners, with a 66% approval rate of those voting.

 

Architectural Control Committee   (Mark, Thomas, Jeff)

One new roof request was submitted and approved.

 

SLSA (South Lake Sammamish Association)

The past SLSA meeting was rescheduled for November 18th.

 

Newsletter

David is looking for a person who is interested in becoming the new understudy for the newsletter web page. The agenda for the upcoming newsletter is to elect new board members, consider a proposed bylaws change, and approve the budget for next year.

 

Other Issues

The Board has received complaints about the display of political signs on homeowner properties. The Board voted to include a reminder in the upcoming newsletter of the Covenant restrictions with regards to signs.

The participants of the November Annual HOA meeting will be included in a brainstorm session about next year’s budget priorities.
