Homeowners Present: Doug and Marta Arensberg, Paul Cayley, and Barbara Lach.
Guest Present: Dennis Torre of Stoneway Roofing Supply, Inc.
Meeting called to order at 7:05pm by Mark Southern
-Minutes: Thomas read the minutes for July 2003. July minutes were approved,
as read.
-Mailboxes: Doug and Marta Arensberg own a company which sells reflective tape made for use on mailboxes, vehicles, RVs, etc. They offered to provide the tape to South Cove at cost. A motion was made to authorize $80.00 for the purchase of the reflective tape. The motion was seconded and passed unanimously.
Also, all board members need to check the mailbox stations that are assigned to them for stability, etc. (To keep a quality control check on the installation.) Mark stated that some give may be needed so that the concrete doesn’t crack. Don recommended that the holes may need to be sealed.
-Architectural Review Committee: Jeff invited Dennis Torre of Stoneway Roofing Supply, Inc. to discuss roof replacement. He advised us of the many options regarding color, style, thickness, warrantee and manufacturer. Jeff suggested that the Architectural Review Committee hold a separate meeting and give recommendations to the board at a future meeting. A motion was made to postpone further discussion until after the ARC has had a chance to review the roofing information. The motion was seconded and passed unanimously.
Jeff reported that there were 3 submittals. One for a red front door; one for and 3rd garage and porch expansion, and one for an exterior house painting.
Homeowner Concern: Paul Cayley and Barbara Lach, husband and wife, attended our meeting to discuss a dispute regarding the property line between themselves and neighbors, Mr. & Mrs. Tenace. Mr. Cayley and Ms. Lach believe that the Tenaces built a fence and planted shrubs on Cayley/Lach property. The Tenaces disagree. Thomas suggested they attempt mediation. Mr. Cayley and Ms. Lach declined. Although the board is unable to enforce property lines, Mark suggested that the ARC review the initial application and approval of the fence to see if the Tenaces are in compliance.
-Treasurer’s Report: Jill reported that the account balance is $41,642.96
Two more delinquent payments have been received, and collection letters have been sent to remaining delinquent homeowners. For 2003, only 3 homeowners still owe dues.
2003 priorities:
Paths: Signature has moved approx. 4 sprinkler heads for path preparation. Mark will walk the paths with Signature to discuss which roots to cut, so that the trees near the tennis courts won’t be destabilized. Able curbing will then jack hammer the damaged parts of the existing path and remove the grass along either side to make room for widening the paths. A motion was made to allow Mark to pay up to $350.00, plus or minus 10%, to Signature for any additional work regarding the paths. The motion was seconded and passed unanimously.
Rules Committee/Covenant Changes: Thomas reported that 103 homeowners have responded to the ballot, to date. We still need 170 more signatures. The target deadline date is October 30th, 2003 for enough time for recording. Mark requested the CC&R committee recommend a date before the deadline for board members to go door-to-door to request that homeowners turn in their ballots.
-Park/Landscaping: Mark reported that the sprinkler system has been changed to 5 days per week from 6 days. He is also investigating a device to attach to our sprinkler system, which measures the amount of rain, and regulates watering times.
-Beach: Craig sent a letter to Marshall Dock and advised that the buoys need to be repositioned. The ladder was removed to inspect it for any sharp or jagged edges, and none were found.
