South Cove Board Minutes – July 2003

Board Members Present: Mark Southern, Jill Cyra, Thomas Marquis, Don Meyer, Craig Elkins, Kendra Mills, Jeff Coe, and David Bangs.

 

Meeting called to order at 7:05pm by Mark Southern

 

-Minutes:  Because Secretary Shelly Birkwood was not able to attend, Thomas read the minutes for June 2003.  June minutes were approved, with minor grammatical corrections. 

 

-Treasurer’s Report: Jill reported that the account balance is $48,245.00.  There are no changes on delinquent accounts.  Craig indicated that a lien has not yet been filed on the house with the longest delinquency (McDaniel).

 

-Tree Committee:  Don Meyer reported that D & R Logging completed cabling in 3 places on the cottonwood tree closest to the beach.  In the process, D & R Logging pruned some branches.  D & R Logging provided a written proposal before the work was done, and the company has been paid. 

 

Mark said that he met with Signature Landscaping and informed them that we expect Signature to notify us when trees need to be pruned.  Mark also asked Signature to recommend an alternative tree to plant on the south side of the path to the beach, opposite the existing cottonwood tree.

 

Mark further indicated that Signature’s stump grinder is broken, but Mark informed Signature that we expect the remainder of the two stumps near the Tom’s house to be ground and removed as soon as possible. 

 

‑Paths:  Don reported that Able Asphalt would not lower their current bid from $18,600 to be closer to last year’s bid of $14,500 that was made by Able Asphalt’s predecessor company.  The current paths are 4 ½ feet wide.  New paths are planned to be 5 ½ feet wide.  The width of 5 ½ feet was a compromise between 5 feet and 6 feet that was reached by last year’s Board.  The new paths are planned to be at least 2 inches thick, although the new paths will be overlaid over the current paths.  The bids include repaving the path between South Cove and the Sammamish Beach Club neighborhood.  Options currently include:

 

$17,435 for 5 ½’ in park   + $1162 for Sammamish Bch path = $18,600

$16,235 for 5’ in park      + $1162 for Sammamish Bch path = $17,500

 

Thomas showed a plat map from King County Records Dept. that indicate that the path to Sammamish Beach Club is dedicated to King County.  Thus, it is not clear whether we need pay for repaving the path to Sammamish Beach Club.  Nevertheless, because this short path is likely to be a very low priority for King County, the consensus is to repave that path on our own. 

 

Although a motion was approved during the June meeting to accept Able’s current bid, the previously budgeted amount was only $15,000.  Thus, an alternate bid will be obtained for 5 ½ feet wide paths, and a special meeting will be held to decide on the best bid.

 

-Rules Committee:  David reported that the proposed covenant revisions were posted on the South Cove Web site.  Thanks to David’s spouse, Leigh, a few grammatical errors and omission were caught during a final proof read.  Thomas requested that the word “and” be replaced with the word “or” in the first sentence of Article VII, Section 3.  This would ensure that a controversy arising out of any one of the South Cove governing documents would be resolved by arbitration.  Consensus was to change “and” to “or.”  Thomas also requested that the definition of the term “Member” be corrected in Article I, section 1(g), because the current definition refers to a section of the covenants that has nothing to do with the definition of the term “Member.”  David indicated that he believed that the definition erroneously referred to a section of the South Cove By‑Laws rather than a section of the covenants document.  Consensus was to delete the reference to any section from the definition.  Thomas agreed to double check the By‑Laws and/or other governing documents to ensure that deleting the section reference would not inadvertently cause a different error.  A motion was made to endorse the proposed revisions as corrected, and proceed with formally proposing the covenant changes to all homeowners for ratification by at least 2/3rds.  The motion passed unanimously. 

 

A mailing party was scheduled for July 28th at Thomas’ house to prepare for mailing the proposed covenant changes.  David agreed to get the proposed covenants printed and to obtain postage.  Kendra agreed to print address labels.  The proposed covenant changes should be mailed by August 2nd to ensure sufficient notice to the homeowners and enable us to record the covenant changes by November 2nd to meet the change requirements of the current covenants.

 

-Tennis Courts:  Mark indicated the tennis courts have been pressure washed.  $460.00 was charged by Shane Southern to rent a pressure washer and for labor to pressure wash the tennis courts. 

 

-Park/Landscaping: Kendra reported that Signature Landscaping’s new contract specifies that Signature will perform irrigation maintenance.  Signature found and fixed sprinkler leaks, and needs to move one sprinkler.  Signature billed us $1898 for irrigation repairs.  Signature indicated that 33 hours were worked, but billed for only 20 hours.  The monthly amount paid to Signature is $1975 plus tax.

 

The new signature contract also specifies that they will apply fertilizer two times per year for free.  The first was to be performed during the week of July 23.  Signature charges $550 for each additional fertilization.  David asked if Signature uses fertilizer that minimizes pollution to the lake (e.g., organic, phosphate free fertilizer).  Kendra volunteered to ask Signature.  This week’s application may include conventional fertilizers, however, it may be possible to arrange an alternate fertilizer for the fall application.

 

Dog Doo Bags – Jill reported on research into dispensers and plastic bags that could be installed in the park.  A company at www.dogpoopbags.com sells a dispenser and 400 bags for $89.50.  Separately, a dispenser is available for $27, and 4000 bags can be purchased for $120.  The dispenser would need to be mounted to something such as a pole.  Jeff indicated that he would investigate using one of the removed mailbox posts.  Discussion was held on whether to have a dispenser at each entrance to the park or only a single dispenser near the middle of the park.  A single dispense appears to be preferable as an initial test.  A motion was made and unanimously approved to allocate $100 toward purchase and installation of one dispenser and bags near the trees in the central part of the park. 

 

Kendra also reported that a homeowner near the 44th Way entrance island has been kind enough to water the plants in the entrance island.  There does not appear to be an inexpensive way to provide a sprinkler in the entrance island.

 

-Beach:  Craig reported that Marshall Dock company installed new ropes, buoys, and an additional ladder.  Kendra noted that feedback on the new equipment has been very positive.  The cost of the equipment and installation was $2320.

 

-Architectural Review Committee:  Jeff showed samples of composite shingles with various thicknesses and colors that could be added to the current list of approved roof shingles.  Jeff explained that shingle thickness was generally proportional to the warranty period.  For example, 30 yr shingles were thinner than 40 yr shingles.  We currently require at least 40 yr shingles, because the thickness is comparable to wood cedar shake shingles.  Jeff also explained that the warranty period is a function of the amount of asphalt in the shingles.  For example, 40 yr shingles have 50 pounds more asphalt in 10 square feet of shingles than 30 yr shingles.  Jeff agreed to prepare a formal proposal of manufacturers and colors to update the current approved list of roofing materials.

 

-Roads:  Shelly reported by email that she called Tod Reeve of the King County roads department about the huge crack on 190th, but did not receive a response.  Instead, she received a response from Larry Cook this morning.  Mr. Cook advised that he was already out to look at 190th (at SE 44th), and also noticed a "hole" on SE 44th on the right, as you exit South Cove.  He will patch both.  The reason the huge patch on 190th failed was probably due to poor quality base material and wet weather when the work was completed.  They took a chance to get it done, and had to wait to see if it would hold.

 

Mr. Cook also indicated that a crew will come out to mark and square‑cut 190th and SE 44th.  The work will be scheduled as a "fill-in" job and should be completed by the end of August.

 

-Newsletter/Website:  Jill indicated that David is welcome to submit a statement for the cost of maintaining the Web site, if David wishes to be reimbursed for his costs. 

 

-Welcome Committee:  Jill reported that there were no new families to welcome this last month.

 

-Mailboxes:  Jeff reported that the mailbox installer would have to install the boxes when time was available, because he was busy with other work.  Jeff said he would call the installer to request a more definite installation schedule.  Jeff said he would also call Butch at the Issaquah post office to ensure that Butch could continue to store the new mailboxes or if alternate arrangements would have to be made. 

 

Jeff indicated that the new South Cove mailing address would be 19219A SE 45th Ct.

 

Don indicated that he has not yet found a good solution for a clip to hold notices on the mailboxes.  He will investigate further.

 

-Violations:  Mark reported that he notified the adult sons of the Pease residence that we have received complaints about noise, cars, and front lawn crowds of drinkers.  Mark further reported that the sons appear to have reduced the noise and taken most activities indoors or into their backyard.

 

Mark also reported that a letter was sent to boat/trailer owners who have failed to remove their boat/trailer for more than 2 weeks.  No further action will be taken at this time, so that attention can be focused on obtaining necessary signatures for the proposed covenant changes. 

 

Mark further reported that he captured a brown and white spaniel (named Moses) in the park, and returned the loose dog to the Eggers home, and requested that they not let their dog run loose.

 

-Government Affairs:  David reported that he has been selected to be one of the members of an Issaquah City Council committee that will study and provide input on possible annexation of the South Cove area to the city of Issaquah.  David also reported that no meetings were held by SaLSA.

 

-New Business: 

(1) Beach patrol ‑ Kendra reported that Shelly obtained only 1 volunteer at the 4th of July event to patrol the beach for non‑residents.  Thomas indicated that his neighbors were willing to patrol, but did not have a list of residents to use as a check list.  Jill agreed to make a new list of homeowners.  Kendra agreed to copy and distribute the list to homeowners who are willing to patrol.

 

(2) Porta Potty – Jeff asked if a portable toilet could be installed in the park, at least for the summer months.  Discussion occurred regarding cost, cleanliness, and aesthetics.  Jeff volunteered to further research the cost and other issues.
