South Cove Board Minutes – June 2003

Board Members Present: Mark Southern, Jill Cyra, Shelly Birkwood, Don Meyer, Craig Elkins, Kendra Mills Jeff Coe and David Bangs.

 

Meeting called to order at 7:05pm by Mark Southern

 

-Minutes:  Shelly read the minutes for April 2003.  April minutes were approved, as read.  Shelly also read the minutes for May 2003.  May minutes were approved, as read.

 

-Treasurer’s Report: Jill reported that the account balance is $54,651.00.

There are no changes on delinquent accounts.  Craig will draft an updated collection letter.

 

-Tree Committee:  Don Meyer reported that he spoke with Rene of D&R Logging regarding cabling the beach cottonwood and is still awaiting a more detailed description of their bid.  Rene of D&R Logging advised Don that her employees are very experienced in tree cabling, and will be using 10 – 15 thousand lb. test cabling, at the 2/3 height of the tree, which is 50 – 60 feet.  Don recommends we contact D&R Logging and accept their bid of $527.00.

 

A motion was made to accept D&R Logging’s bid and to approve the amount of $750.00 for cabling and installation of the root barrier at the tennis courts.  The motion was seconded and passed unanimously.

                                 

Mark proposed planting a tree opposite the beach cottonwood on the other side of the path.  In the event that the cottonwood develops problems, another tree will already be growing.  David spoke to a homeowner who suggested planting a northwest native tree that would grow tall enough to attract birds.

 

Paths:  Mark reported that Sammamish Paving Company changed their name to Able Asphalt.  Last year’s bid to repave the paths was approximately $16,900.  The current Able Asphalt bid is for $18,600.  Mark and Don will use previous bids to try and negotiate the current bid.

 

Mark reviewed the repaving specifics.  The grass will be cut for the widened overlay path of 5 ½ feet, sloping at the edges.  The only portion of the paths to actually be replaced is along the tennis courts and at the path to them, due to the heavier root damage. The walking path to Sammamish Beach Club will be prepped by trimming the planter boxes away from the path and maybe rearranging some of the plants.

 

A motion was made to accept Able Asphalt’s bid of $18,500, plus tax. 

Discussion:  David questioned why only $15,000. was set aside for the paths.  A bid dated 7/16/02 was in the amount of $14,500.  The motion was seconded and passed unanimously.

 

-Rules Committee:  David reported that the covenant modification article has gone out in our newsletter. The rules committee set the deadline for June for the final changes to be mailed out to homeowners.  Collection of homeowners’ signatures will be in September.  Approval from 66% of the homeowners is required.  David requested the board members to review the changes.  Mark agreed that board members should review the changes, and talk with our neighbors and encourage them to review the changes as well.

 

The information will also be posted at South Cove’s website this month, as homeowners may be on vacation.

 

Potential mailing party date was set for Monday, July 30th at the home of David Bangs.

 

-Tennis Courts:  Doug McDaniel advised that after further research, he believes we can pressure wash our courts ourselves along with using a bleach solution.  Mark advised that he owns a commercial grade pressure washer that can be used.

 

-Park/Landscaping: Kendra reported that repairs and stump grinding between the 2 trees near the Tom’s house are set to begin.  To date, $700.00 worth of repairs to our park and sprinkler system have been completed by Signature.  Kendra will ask Signature to make sure there are no sprinkler heads in the way of the new path and request an estimate of costs.

 

Thank you to Don for fixing the park swings by replacing the bolts and positioning them properly!

                                               

-Beach:  Craig reported that the buoys and hardware have been ordered and will be installed within the next few days by Marshall Dock.

 

-Architectural Review Committee:  Jeff reported 5 requests for house painting and 2 requests for new decks were submitted and approved.  One request for a new roof was submitted, and not yet approved.  Jeff advised that he will provide information and bring samples for updating and refreshing our composite roofing material choices at our next meeting.

 

-Roads:  Shelly reported that she left a message for Tod Reeve of King County regarding the eroding January 2003 road repair on 190th at SE 44th Way.  She has not yet received a call back.

 

-Newsletter/Website:  The newsletter has just been mailed out and should have been received by most homeowners.

 

-Welcome Committee:  Jill reported that she welcomed 1 homeowner.

 

-Mailboxes:  Jeff reported that 8 to 10 homeowners have contacted him regarding the mailbox replacement.  Jeff confirmed the following number of units provided to South Cove by the Post Office:  8 mailbox units of #16; 5 units of #13; 4 units of #12; 7 units of #8.

 

Mark will prepare a form letter for all board members to hand-deliver to homeowners advising them of the new mailbox location, date of replacement, delivery of large packages, and the procedure for obtaining mailbox keys.  The installation may begin as soon as July 1, 2003.

 

Jeff reported that because of the high number of mailboxes being disposed of, the installer is charging a slightly higher amount of $10.00 per mailbox unit.  The additional fee for #24 mailbox units is $240.00

 

A motion was made to approve the additional $240.00 for disposal of the mailboxes. 

The motion was seconded and passed unanimously.

 

-Violations:  Mark will draft a form notice for boat/trailer violations and for “dog” violations in our park.  Jill will look into providing plastic bags at our park entrances.
