South Cove Board Minutes – April 2003

Board Members Present: Mark Southern, David Bangs,

Shelly Birkwood, Jill Cyra, Craig Elkins and Kendra Mills.

                                                                                                        

Meeting called to order at 7:10pm by Mark Southern

 

-Minutes:  Shelly read the minutes for February 2003 and a correction was made to Government Affairs to correct the SLSA group name.  It should be South Lake Sammamish Association, not “Area”.  Also, Jill Cyra’s name was deleted from the SLSA committee.  February minutes were approved, as corrected. 

Shelly also read the minutes for March 2003.  A change was made to state that the repairs to the beach/swim area would be made prior to summer, not during  summer.  March minutes were approved, as corrected.

 

-Treasurer’s Report: Jill reported that the account balance is $65,728.00.  Five

Homeowners are past due for 2003 annual dues, and nine are past due for 2002 dues, and/or special assessments.  Liens will be the next step in the collection efforts for some of the above delinquent accounts.

 

A motion was made to accept the Treasurer’s report.  The motion was seconded and passed unanimously.

 

-Tree Committee: The results of the cottonwood ballots were as follows:  88 votes in favor of retaining the trees by the tennis courts vs. 69 votes in favor of removing the trees.  YES votes are the majority, the cottonwoods will remain.

 

A motion was made to allow the tree committee up to $700.00 to install a tree root barrier along the south side of the tennis courts where 2 of the cottonwood trees are growing.  The motion was seconded and passed unanimously.

 

The bid submitted by Northwest Woodlands, Inc. to remove of the central leader

from the cottonwood near the beach was for $2,200.00.  (This amount does not include removing the remainder of the tree if it becomes damaged.)

 

Mark recommended contacting D&R Logging to obtain an additional bid.

The tree committee will obtain a bid from D&R Logging, as well as additional bids to include removing the central leader and trimming up the remainder of the tree, as well as removing the entire tree.

 

Paths:  Mark will contact Sammamish Paving Company to confirm dates to re-lay

the parks paths for approximately June or July.

 

-Rules Committee:  David reported that the rules committee met and reviewed potential changes to the Covenants.  For a covenant change, 2/3rds of the

homeowner’s signatures are required.  The process for obtaining signatures has

not yet been decided. 

 

-Tennis Courts:  Doug McDaniel fixed the court locks at a cost of $115.00.  He requested $150.00 for a new net and up to $700 to have the courts cleaned.  David suggested we determine if cleaning the courts annually helps delay resurfacing or not.  Kendra suggested that the tennis committee review how often the tennis courts have been cleaned in the past.

 

-Government Affairs:  The South Lake Sammamish Assn., neighborhood group met and adopted SLSA, pronounced, “Salsa”, as their name.  Meetings will be held quarterly.  The purpose of this group is not to agitate King County, but to work with them and develop a positive relationship.  The annexation area will have representation through SLSA.

No particular issues were pursued at the initial meeting.  The next meeting will be in approximately 3 months.

 

-Landscaping: Kendra reported that the McDaniels’ landscaper recommended planting Emerald Green type of Arbor Vitae along their fence and using “fill-in” plants in front of them. One bid was for $1,400. for about 14 Emerald Green. New sprinkler lines may need to be added to both sides of the path at the McDaniels’ entrance.  The McDaniels advised that they would be willing to water new plantings for the first year.  More information has to be obtained about any existing sprinkler systems.

 

Bids need to be obtained for 2 priority areas.  The corner of the planters at the Sammamish Beach Club path need cutting, and the area around the new trees near the Toms’ needs landscaped.  Landscaping suggestions are covering the dirt area with sod or smoothing it out with topsoil and making a circle around each tree.  The area around the trees needs to be cleaned up and the sod should be cut away from the base of the trees.  New sod needs to be planted between the trees.

 

Other work to be decided is whether or not to cut and repair the cement slab located at the tennis court picnic table, and whether or not to add more seed to the repaired drainage areas.

 

A motion was made to approve removing the debris around the two new trees near the Toms’ and for planting new sod for an amount not to exceed $300.00.  The motion was seconded and passed unanimously.

 

To replace and buy additional plants, and add bark to the entrance island at 188th, approximately $150.00 is needed.  A motion was made to approve an amount not to exceed $150.00 for the entrance plant island at 188th.  The motion was seconded and passed unanimously.

 

-Beach:  Craig Elkins met with Thomas Marshall, of Marshall Dock and Float.  He has the ladder for our dock in stock for the same cost as last year, $275.00 (installed), and needs a deposit.  The old bid was to replace the line system and re-secure it, not including the buoys.  We will need about 15 buoys.  Mr. Marshal will contact Craig next week to confirm the number of buoys and their price.  Mr. Marshal will schedule the work to be completed when the water level is lower, maybe next month.

 

-Architectural Review Committee: Kendra reported two requests for house painting were submitted and approved.  One request to replace a deck and slightly reshape it, was submitted and approved.  The request made previously by the Sleeth’s for adding a brick/stone BBQ to their backyard, and extending their garage, was approved.

 

-Roads:  Amy Higgins agreed to proceed as the contact for King County regarding removal of the double yellow centerlines along 192nd/190th.  She requested that the board endorse her efforts and the efforts of other homeowners.

 

A motion was made for the board to request that the double yellow lines along 192nd/190th not be repainted, should our roads be re-paved.  The motion was seconded and passed unanimously.

 

-Newsletter/Website:  Susi Tom contacted Shelly to inform her that the information

published in the newsletter regarding the new trees, has an error.  She confirmed that for both replacement trees, delivery and installation, the cost was $1,629.00, not $3,000.
