South Cove Board Minutes – March 2003

Board Members Present: Mark Southern, Thomas Marquis, David Bangs,

Shelly Birkwood, Don Meyer, Jill Cyra, Jeff Coe and Kendra Mills.

 

Meeting called to order at 7pm by Mark Southern

 

Minutes:  The reading of the February 2003 was postponed until the April meeting.

 

Treasurer’s Report: Jill reported that the account balance is $59, 806.90.  Twenty- three homeowners are past due for 2003, and six are past due for 2002.

 

Tree Committee: Don Meyers met with Sammamish Pavers again regarding the park paths.  In review; for path preparation, they recommend digging 6-12 in. down and removing some roots, excavating under the larger roots and pushing them down before re-laying the paths.  Any main feeder roots would remain, as removal might damage the integrity of the trees. Sammamish Pavers stated in 3-5 years there might be new root growth, causing damaged sections to be repaired.  Don stated that repairs would be approximately $500.00, every 3-5 years, becoming a maintenance issue and part of the Homeowners budget.  David noted that 3 years earlier when the badly damaged paths were repaired, no preparation was done.

 

Mark will add more information about the Cottonwoods to Don’s existing information.  The board will have until the newsletter deadline of March 26th, for review and comments.

 

Jill stated that the postcards will be printed with South Cove’s PO Box address, and a space for the lot number instead of a home address, for privacy of the homeowner.

 

David clarified that this vote is regarding the 2 trees near the tennis courts, to be decided by the homeowners.  The procedure for the cottonwood by the beach will be decided by the board, as the central leader must be removed for safety reasons.

 

David advised that whatever the response from the homeowners regarding trees remaining or being removed, the board will vote in favor of the majority.  If we get enough responses for a quorum (20% of homeowners participating), the vote will be binding.  If we don’t have a quorum, the vote will be advisory, and the board will make the decision.

 

Rules Committee:  The rules committee met to discuss the two-phase process that was outlined last month for modifying the Covenants.  David reported that the strategy for the changes depends upon which changes will be made.

 

Government Affairs: Gary Thede, board member of Sammammish Beach Club,

set a first meeting for the multi-neighborhood lobbying group on April 7, 2003, 7pm at Sunset Elementary.

 

Landscaping:  Kendra reported that our landscaping company, Signature Landscaping, has height restrictions regarding pruning.  Another company will give us a bid regarding the plum tree pruning at the path near Mark Southern’s home.  Kendra motioned to approve up to $300.00 to trim the above-mentioned trees.  The motion was seconded and passed unanimously.

Kendra also reported that the Mc Daniels are still working with their landscaper and do not yet know which of their plants are available for our park entrance next to their home.

To finish the planting island/South Cove entrance at 188th & 44th, Kendra will need to replace some dead plants and buy some new ones as well.

 

Beach:  Mark reported information on behalf of Craig Elkins.  Marshal Dock and Float, gave South Cove a bid for repairs in the amount of $2,300.  This includes a new ladder and replacement of the ropes, floats and taxes.  Jill Cyra motioned to approve the contractor bid to complete the above-mentioned work at the appropriate time, prior to summer.  The motion was seconded and passed unanimously.

 

Legal Affairs:  David reported that the Stratners do not mind the vegetation remaining higher than the new fence and they are happy with their final Agreement.  The attorney’s fees have been paid and we have a letter from the judge dismissing the lawsuit. 

Thomas reported that King County has a mediation program available that may be a better solution for non-Architectural Committee matters.  David advised he would set up a link to that site for the board to review.

 

Architectural Review Committee: Jeff reported one request by a homeowner wanting to add a brick/stone BBQ to their backyard, and to extend their garage,

was submitted.

 

Newsletter/Website: The deadline for newsletter submittals is March 26, 2003.  Kendra set April 1st for the “mailing party” to put together the newsletter and postcards.

 

Welcome Committee:  Jill Cyra suggested we implement a standard Welcome Package to South Cove.  A motion was made to approve $150.00 for welcome package items.  The motion was seconded and passed unanimously.

 

Mailboxes:  Jeff Coe reported that he spoke with Butch Crawford, temporary postmaster regarding replacement of our mailboxes with locking ones. Jeff will clarify if the installation fee includes demolition as well.  The next step is to forward our plat map to Mr. Crawford. 

The post office currently has #16-unit mailboxes in their inventory. (Each unit holds mail for #16 homes.)  If we want to remain with our current mailbox locations, #36, we will have to negotiate for smaller units.  Jeff will also clarify if the mailboxes are aluminum or fiberglass.

 

New Business: Don Meyer reported that a neighbor inquired about having insurance companies offer discounts to our South Cove neighborhood.  David advised that we are not opposed to listing offers in our newsletter that are beneficial to homeowners, but we cannot make recommendations.
