South Cove Board Minutes – October 2003

Board Members Present: Mark Southern, Craig Elkins, Don Meyer, Thomas Marquis,

Jeff Coe, David Bangs, Jill Cyra, Shelly Birkwood and Kendra Mills.

 

Meeting called to order at 7:05pm by Mark Southern

 

-Minutes:  Shelly read the minutes for September 2003 and they approved as read.

 

-Treasurer’s Report: Jill reported that the account balance is $29,000.00.

There are delinquent dues are owed in the amount of $2,571.00.  Jill held out the dues billing notices for the six homeowners that are delinquent and wrote reminders in red.

 

2003 PRIORITIES:

Cottonwoods:  Mark stated that the cottonwood trees should be O.K. for the next 4 to 5 years.  We will continue to use our landscaping company, Signature, and accept their continued advice to keep the trees healthy and properly pruned.

 

Rules Committee:  Craig advised of the names of the three arbitration firms recommended for the Board to approve and to be posted on South Cove’s website.

Craig motioned that the Board approve the following 3 companies; JDR-Judicial Dispute Resolution, Washington Arbitration & Mediation Services, and JAMS-Judicial Arbitration Mediation Services as alternative dispute resolution organizations to be suggested to the Homeowners in the event of a dispute.  The motion was seconded.

 

Discussion:  The 3 organizations practice both mediation and arbitration.  The aim is that the organizations would suggest mediation whenever possible.  Arbitration is similar to an informal court procedure.  Mediation is where both parties decide together and each party is typically in separate rooms.  The motion was approved and passed unanimously.

 

Government Affairs:  David reported on the SLSA, South Lake Sammamish Association, meeting of September 30th, 2003.  Councilman David Irons attended the meeting, wherein 3 basic issues were discussed:  Speeding, "Alligating" roads, and “Blackberry” Park.  David Bangs will meet with Irons to physically review the roads and park.  Irons suggested using “speed reducing devices”, but did not pursue this topic further because without more available budget, not a lot can be accomplished.  Mary Victory of Meerwood suggested expanding the annual ice cream social into a SLSA day.  And, next year, Sammamish Beach Club neighborhood would like to be included in the annual garage sale.

David also reported that in January, Issaquah would present the results of the annexation feasibility study at Pickering Barn.

 

 

-Repaving/Landscaping: Mark reported that the path repaving was completed.  One final adjustment needs to be made to re-set the homeowner’s planter at the path to Sammamish Beach Club.  Don reported that he marked approximately 2000 linear feet of the path edges with white where it needs to be filled in with more soil and seeded, and with yellow where the sod needs to be cut back 18” and soil added underneath, to lessen the grade to the path.   Ryan, of Able Paving, agreed to repair up to 500 linear feet of specific sections of the path where the path edges are still too high for safety.  Don advised that 500 feet is too minimal of an amount and he will contact Ryan to try and negotiate for repairs closer to 2000 feet.  Signature agreed to repair the grass that was damaged while using their sod cutting machinery. 

 

Architectural Review Committee:  Jeff reported that no new Applications were submitted.  Mark requested that the ARC review and address boat covers at the January homeowners’ meeting.

 

Newsletter:  David reported that the newsletter will include:  The annual meeting announcement, candidate biographies, a SLSA report, dispute resolution information, Joan Probala’s Christmas tree lighting invite and a review of the achievements of 2003.  The deadline for submission of articles is October 23rd.  Kendra will host the newsletter mailing “party” on October 29th.  Jill will order the ballot post cards and David will send the newsletter to Kinko’s for printing.

 

Website:  Thomas inquired if the Architectural Review information could be moved to a more convenient location on our website.  David advised that he would elevate the ARC to a higher level so that homeowners will not have to link as far into the website.

 

Welcome Committee:  Jill welcomed one new resident.

 

Mailboxes:  Mark called Popa’s Roofing to inquire about the damaged mailbox station at the end of 193rd Ave, SE.  His call has not yet been returned.  David suggested attaching stickers or a type of sign to the mailboxes stating contact information, i.e. “If you damage this mail box, please call this number…”

 

New Business:  David made a motion to nominate Mark Southern, Craig Elkins, Don Meyer, Thomas Marquis, Jeff Coe, David Bangs, Jill Cyra, Shelly Birkwood and Kendra Mills as the Nominating Committee.  The motion was approved and passed unanimously.
