South Cove Homeowners Association Board Meeting Minutes -10/16/02

Board Members Present:  Susie Carney, Kendra Mills, Mark Southern, Shelly Birkwood, Mike Quaranta, Susi Tom, Doug McDaniel.

Board Members Absent:  David Bangs

Non-Board Members Present:  Nora Huey and Thomas Marquis.

Meeting called to order by Susie Carney

Minutes:  Shelly Birkwood read the minutes for September 2002, and they were approved as read.

Treasurer’s Report: Mark reports we have $52,929.00 in the bank.  65 homeowners have sent in their 2003 dues to date.  Mark will hand out a budget at the South Cove annual meeting.  The budget is very specific regarding what percent of funds are spent where and lists “fixed” amounts. Mark will narrate the budget at the annual meeting.

Mark reviewed line items of our budget and changes were made with board recommendations.  In addition, a new line item of $4,000. was added for replanting of trees in the park, and $3,500 for either cottonwood removal or path alternatives.

Drainage Project: Kendra reports the work on the drainage has been moved to November 1, 2002.  Kendra received 2 bids for “landscaping repairs”, which includes the pathway to Sammamish Beach Club, the entrance to South Cove Park near the Mc Daniel’s home and the area where the cottons were removed.  The bids were difficult to compare because one bid was itemized, and the other was a package bid.  No decisions were made as to how much money could be spent or which bid to approve.

Kendra will request an itemized bid instead of the package, and will give updated information at a future date.

Path Paving Project: Susie reports she has left 4 messages with Sammamish paving without a return call.  No new date has been set for laying paths.

Tennis Courts: Doug confirmed the amount of $400. has been approved to replace the locks.

Legal Affairs: Doug reported that the depositions regarding the Thurlkill lawsuit have been postponed. 

Government Affairs Committee:  Susie suggested that we should continue to be the “squeaky wheel” and to keep sending email stating we want more services.  Two main reasons for annexation would be to increase our police force and to lower property taxes.  Doug suggested that David might want to create a sample email for homeowners to reference.

Rules Committee: Mark reported that the Rules & Regulations do not go outside the common areas.  The process of binding arbitration is best for resolving disputes because it is more neighbor friendly and cost effective.  This process will be recommended for incorporation to covenants at the annual meeting. 

Thomas Marquis agrees that although amendments to our covenants might be beneficial, making too many changes might be difficult and unclear.  Two primary issues need to be discussed at the annual meeting.  1 –Binding arbitration; 2 –How will amendments to our covenants be made in the future?  Issues cannot be voted on at the annual meeting, but will be discussed for future thought.  Susie suggested that David write an article about Rules & Regulations.

Entrance Islands and Park plantings:  Kendra reported that Signature Landscaping’s initial bid was $4,300.00 and is now only $2,890.  She suggests that maybe some of the plantings should be delayed until the paths are completed.  At this time, a landscape architect will not be hired for designing the re-plantings in the park and other common areas.

Tree Planting Committee: Persons on committee; Susi Tom, Doug Shanaman, Nora Huey, Crystal Lundeen and Debbie Tenace.

The tree planting committee will continue researching options and recommend which type of trees and or plants will replace the 2 cottonwoods, which were recently removed.   Susi Tom reported tree types and costs. A 3” trunk diameter, 14’-15’ height tree, is $325.  The committee suggests 2, 3” Red Sunset Maples and 1 Katsura to be planted 6’-10’ apart around the area of removed cottonwoods.  Delivery fee is a constant amount of $125.  Installment/planting fee is ½ the cost of each tree.  Approximate total is $1,365.00. A 7”-8” trunk diameter, 25’ height tree is $1,900. which includes installment and an automated sprinkler system. There is a one-year warrantee.

Kendra mentioned that Signature landscaping quoted $395.00 per tree for replacement.

Mark suggested the tree committee write a contingency plan for replanting.  In the event that all three cottonwoods remain in the park, if only some are removed or if all three are removed, etc.

We discussed obtaining a mature tree from a homeowner.  Apparently it is a 2-year process wherein the 1st year the roots are cut and the 2nd year the tree is removed and transplanted.  This procedure is time consuming and does not have a warrantee.

We also discussed how much money should be allotted towards the new trees.  Should the money be spent on 3 small trees or 1 big tree.  Mark stated that a decision would be made best after review of a plan.

Susi Tom recommended the plan the committee discussed of 3 small trees.

Mike moved, and Susi seconded, to approve $1,350. for the new tree planting where the cottonwoods were removed. Discussion:  Nora Huey would like to see a bigger tree.  She was only able to go to 1 tree committee meeting to give her input.

The motion did not pass.  2 votes for, 3 votes against, 2 abstained.

Cottonwoods:  We agreed the annual meeting is too soon to discuss the future of the remaining cottonwoods. Mark suggested that the board present all of the information gathered to date regarding the cottonwoods, and those decisions be made at a later date.

Susie Carney will forward all of her information regarding the cottonwoods to the new 2003 board. We need to be aware of the recommendation for removal of the “central leader” for the cottonwood closest to the beach.  Susie obtained a bid of $1,050 from NorthWest Woodlands. for removal of the “central leader.”

Beach:  Mike Quaranta stated that although he will no longer be on the board next year, he will continue to be available to help with the dock and swim area.

Road Repair:  Shelly reported that she has not heard back from Tod Reeve of King County roads.  She will contact him again via email and phone to try and confirm the work they will commit to.
