Meeting started at 7:10pm by David Bangs.
Treasurer’s Report: Mark Buick - 52 unpaid members which is similar to last year at this time. 16 people are the same late payers as last year. Mark will do a 2nd mailing, and then a 3rd mailing (if necessary) stating that they are past due. Still three unpaid members from 2000. Mark will mail those three a special letter.
Since the last minute, we paid $370 to repair rotten sign posts for park signs, and reimbursed $124 for newsletter printing.
Regarding tennis court vandalism - the tennis courts are currently only covered for the cost of resurfacing them versus their value for replacing them. Consequently we are underinsured and ended up being fined $250.00, when a claim was submitted for repairing the locks for a bid of $750.00. The money the association received from the insurance company was $250.00. ($750 (damage)- $250(deductible)-($250 fine)= $250.00. We need to have a value placed on replacement costs of both courts and perimeter fencing. David recommends an entire insurance review to include mailboxes, etc. Our current annual premium for property damage and park liability is $1240.
Park Maintenance: A new contract was drawn up with Northwest Grounds for $1950 a month. The entire increase over last year is accountable to new services, which include regular maintenance of planting islands and a common strip of property along 188th. They will do the one time clean-up next week of the cul-de-sac islands for $1120. No new barking/mulching will be included in that.
Mark Buick has obtained bids for removal of dying Juniper along 188th ($880), and adding Primadalis to park side of fences near playground ($1725). We did not discuss the merits of these ideas. The new landscaping committee will consider these options.
Sammamish Beach Club’s grounds maintenance person (Carlos) has been interested in giving us a bid, but after discussion, it was moved, seconded and carried unanimously that we accept the Northwest Grounds bid. We did have competitive bids when they were first awarded our contract and they have not raised their rates. We are happy with their work so far.
Park Drainage: NW grounds bid: $7500.00 to get existing drain pipes to work. Olympic irrigation $26,000 to do much more extensive work. Neither company guarantees the problem will be solved. To have an architectural evaluation and design done: $1500. No decision made at this time. Path work should not be done until we fully understand what we are going to be doing about drainage, since drainage work with effect the paths.
Special Assessment Billing: Should be handled by new treasurer.
Lawsuit: By January 28th lawyer needs all secretarial minutes and architectural review documentation. David will gather and submit to the lawyer.

The Architectural Review Committee is required to have at least three members. The Board unanimously appointed the following to the committee: Susie Carney, Cynthia Murphy, Fred Riler, Doug McDaniel and Kendra Mills. No chairman has been appointed. All members are currently board members except for Fred Riler. We discussed the benefits of finding others who are not board members to serve on the committee.

Looking at annexing South Cove into the City of Issaquah as well as other
issues involving government agencies. Several homeowners have expressed
interest in serving on this committee.
Rules Committee: Fred, Cynthia, and David (chair)
Looking at updating bylaws and covenants rules.
Work with lawyer on current lawsuit
It was moved, seconded and carried that our President (Susie Carney) and Treasurer (Mark Southern) be signers on the South Cove checking accounts at Key Bank and Bank of America.
It was moved, seconded and carried that the Treasurer (Mark Southern) and Secretary (David Bangs) have access to the Associations P.O. Box at the Issaquah Post Office.
Playground: Money is currently available in the checking account to proceed with the playground. The paperwork has to be submitted by February 28th to get the reduced rate and free installation. Kendra’s goal is to have the new playground installed by Easter. Currently the playground company is installing 3-4 weeks out.
