Meeting called to order at
Minutes: David
read the minutes for March 2002, and they were approved as read, except that a
reference to "Squak Valley Nursery" was corrected to read "Squak
Mountain Nursery."
Treasurer’s Report: Mark Southern -$75,385 in the checking
account. There is $13850 in outstanding dues: 57 special assessments, 11
2002 dues and 3 from 2001. Of the past
due special assessment payments, 5 have contacted us to discuss delayed
payment, and the rest will receive past due notices immediately. Mark has been contacting owners owing dues
for 2001 and 2002 and expects most to submit payment soon.
Landscaping: We received a note from the
City of
Kendra reported that she
did not go forward with the drainage plan yet because the Board did not fully
discuss drainage planning options at the last meeting, or vote on the planning
expenditure. This month she came armed
with drainage studies and plans created in the past. Some of the planning done over the last two
decades may still be valid, but we don't really know what parts of the planned
work have been completed over time.
The Board feels the
existence of so many studies with no resolution of the problem is proof that we
have need to fully understand the problem and plan for a thorough fix. David moved and Mark seconded that Kendra be
authorized to pay Olympic up to $1500 to perform an updated study and design
for park drainage provided that Olympic agrees to review the existing materials
and use the additional information to confirm or adjust their project estimate.
Kendra reported that the
path from the northwest entrance to the park down to the intersection by the
tennis courts should be 6' wide to allow Northwest Grounds maintenance vehicles
to enter without making mud-marks on the grass.
That is the only path they would use for park access. It was noted that that it would not be
noticeable if this path was somewhat wider than other paths. More path discussions will occur at later
meetings.
In Susie Carney's absence,
David Bangs reported on curbs. The
company we have been working with changed subcontractors, and the new
subcontractor recommends that we install stronger 10" curbs instead of
8" curbs in the various cul-de-sacs, and has increased the bid from $7,000
to $8,600. Due to the increase, we
obtained an additional bid from SurfaceWorks, the contractor used and
recommended by the Sammamish Beach Club HOA.
SurfaceWorks also recommended 10" curbs and estimated the same job
at $14,112 PLUS an unspecified amount (2.65 per square foot with a $600
minimum) to repair damaged asphalt and asphalt exposed by adjusting the size of
certain islands to allow adequate room for garbage trucks to pass. Board members were concerned that the lower
bid did not address the issues of damaged asphalt and passing room for trucks,
and needs to understand those issues better before approving any bid. David will work with Susie to obtain the
necessary information by the next Board meeting.
Kendra reported that Squak
Mountain Nursery does not actually provide free landscaping plans, and actually
charges $80 an hour for consultation.
Someone pointed out that consultation would be worthless without a sketched
plan, and that the process could be more efficient if Kendra sketches the work
area in advance. Kendra moved and Mike seconded that we approve $200 to be
spent on a design for new plantings at S.E. 44th way and the strip
of dying junipers on 188th.
The motion passed unanimously.
Insurance:
Shelly reported on the
insurance review that she has been conducting.
South Cove has two
policies with Safeco which are due this month.
We have a general
corporate policy, covering property, liability and auto PLUS a liability
umbrella policy which ensures total liability coverage of $1,000,000. The review was conducted because we had
learned that our property coverage was incomplete, and because Safeco's new
estimate for umbrella liability insurance was 50% ($500) higher than what we
paid last year.
Shelly reported that our
broker is Mumma Associates. Mumma offers
insurance through multiple sources and put out a request for bids for South
Cove's coverage. No mainstream company
other than Safeco would be willing to offer a HOA with a park and beach
coverage at this time. Insurance might
be available on secondary markets, but such coverage would certainly cost more
than staying with Safeco.
Shelly provided a list of
our insurable property and its value. It
is determined that we need to increase the value of insured property from
$20,000 to $50,500. That increases the
price of our property coverage from $137 to $342. The other two parts of our commercial policy ($1,770.00
for liability and $110 for auto) will remain unchanged but we should expect a
slight increase in the price of liability coverage in our base policy next
year.
Shelly moved that the
Board approved renewing Safeco corporate insurance with increased property
coverage at a cost of approx $2,222.00 ($205 over budget) and renew Safeco
umbrella liability insurance at a cost of $1500 ($500) over budget. David seconded. The motion passed unanimously.
Tennis Courts:
Doug is continuing to
obtain bids for tennis court locks and gates.
Tennis court power-washing will be scheduled for later this spring,
after the rainy season. New tennis trash
cans will mount on inside of fence. Doug will install, and be reimbursed for the
purchase cost out of the Bank of America account, which contains proceeds from
last year's tennis lesson fees.
Architecture: The Architecture committee approved a fence, disapproved an awning for
year-round boat storage, and is considering what role the committee should play
when a homeowner desires to remove large trees.
Rules Committee: David reported that the version of the By-Laws posted on the web site
for several years was missing the last two pages. Some copies of the By-Laws missing these two
pages have also been distributed. The
web site has been updated with the complete By-Laws.
Our rules and regulations
currently say that cars parked on the sidewalk with be towed, and a homeowner
wondered whether we would enforce that provision. Mark Southern pointed out our By-Laws only
authorize the Board to create Rules and Regulations to govern use of the Common
Areas. Sidewalks are not HOA common
areas. The Board will not enforce that
provision pending a review of the Rules and Regulations later this year by the
Rules Committee.
Mark suggested a complaint
form on the web site, and a way to submit complaints of covenant enforcements
anonymously. The Rules Committee will
look into it.
