SOUTH COVE BOARD MEETING MINUTES - WED, May 16, 2001

Meeting called to order at 7:15pm by Board President David Bangs

Secretary's Report -  Fred Riler

 

The minutes of the April Board meeting were read and approved, with one change in the Park/Entrance section requested by Ivonne Thurlkill.  Board approved revision and April minutes updated accordingly.

 

Treasurer's Report - Mark Buick

 

The Treasurer’s report was deferred to June’s meeting as Mark was not in attendance. 

 

Architectural Review Committee - Fred Riler

 

This past month, the committee took the following actions:

 

            Approved – two (2) fence replacement requests.

                              One (1) new request for a partial fence. 

 

Disapproved – one (1) fence request

 

Violations – storage unit in a driveway for over a month.  Homeowner contacted.

                  Storage unit is to be removed by 6-1-2001.

 

                  Fence door broken and left on the side of the house.  Exposes outdoor

                  Hot tub enclosure.  Real estate agent contacted and asked to have new

                  Homeowner fix the fence door and screen the hot tub enclosure. 

 

Homeowner request for assistance – Meerwood homeowner planning addition to back of house. 

They back up to South Cove Homeowner.  We have asked Meerwood Architectural Review

Committee to work together on ARC review to ensure any changes are reviewed with South

Cove homeowner.  They have agreed to do so.

 

            Pending ARC requests:

House repainting

                                    Front porch replacement

                                    Window replacement

                                    Planter along pool

                                    New fence        

 

            Request for $100 expenditure approved for possible legal review of an incomplete ARC request.

 

Mike and Ivonne Thurlkill presented the Board with a letter of appeal for a new cedar fence that was not approved by the Architectural Review Committee.  Per the South Cove Rules & Regulations, a homeowner has the right to request a hearing by the entire Board of Directors, to be scheduled within 15 days from receipt of the notice of appeal.  David Bangs will schedule and call the appeals hearing.

 

Park / Entrance / Landscaping - Mark Buick

 

The Park / Entrance / Landscaping report was deferred until the June meeting as Mark was not in attendance. 

 

David Bangs did report that Steve Meyer has installed new tennis court signs and tightened all mail boxes in South Cove. 

 

Tennis Courts - Susi Tom

 

Susi reported the gate work has been completed.  Homeowners really do need keys to get in to the tennis courts now.  Homeowners needing tennis court keys should call Mark Buick at (425) 641-9199

 

Susi will be working with Doug McDaniel on patching and net install.

 

Tennis Lessons: Susie Carney reported 2 out of 27 classes are full. More registrations are coming in, but to fill all classes Susie suggested advertising through Sunset Elementary. The board decided against this as this would bring in more cars and visitors to our area. Lessons will be offered to South Cove residents and adjacent neighborhoods only (SBC, Greenwood Pt, etc). South Cove homeowners wanting to take advantage of these lessons for themselves and/or their children, need to get registration forms in NOW.

Traffic – Susie Carney  

 

On May 9, 2001, Susie hosted a traffic meeting with Dave Paul, the Senior Traffic Engineer for King County reporting.  The minutes of this meeting are posted on the South Cove web site at www.southcove.net/minutes.htm, and they are appended to the end of these minutes.

 

Susie reported the single lane hatch lines down 192nd were changed to double lines as a result of rule changes by the county several years ago.  The yellow double lines may in fact be counterproductive and encourage speeding.  Dave Paul reported that the double lines could be taken out and replaced the 4X4 reflective squares.  This maintains the center of the road design, without encouraging higher speeds. 

 

Two other issues that came out of the meeting were parking on the sidewalk, and homeowners needing to keep bushes, shrubs, and trees trimmed back at street corners so as not to block drivers’ views of oncoming traffic.

Playground – Kendra Mills

 

Kendra reported on her research of a capital expenditure item.  The estimate of $30,000 to replace all playground equipment is still firm.  The $30,000 would include one big structure, one little structure, a tire swing, and an infant swing. 

 

This issue was deferred until the June meeting when more time and detail can be spent on this issue.

 

Newsletter – David Bangs

 

David asked for issues to include in the upcoming June newsletter.  So far, David has 4th of July, traffic, and survey topics for the newsletter.

 

Susie Carney will set up a ‘distribution party’ mid-June to put the newsletter together and complete the mailings to homeowners. 

 

4th of July – Mike Quaranta

 

The 4th of July function report was deferred until the June meeting as Mike was not in attendance.  David feels Mike has it under control, but will check status with him prior to June meeting.

 

Dues Increase / Special Assessments - Mark Buick

 

The dues increase / special assessment report was deferred until the June meeting as Mark was not in attendance. 

 

New Business - None.

 

Other Business

 

David Bangs reported on the Issaquah Trolley Public Debut, Saturday, 5-19-2001.  The Issaquah Historical Society has obtained a vintage 1927 trolley (streetcar) that will begin operating between the Depot Museum (next to the Issaquah Library) and the Visitor's Center (across from Gilman Village) the weekend of 5-19-200.  For more information, visit www.issaquahhistory.org/trolley
