South Cove Homeowner Board Meeting Minutes- March 21st

Members Present: David Bangs, Kendra Mills, Susie Carney, Susie Tom, Mike Quaranta, Ivonne Thurlkill.
Members absent: Fred Riler, Mark Buick, Doug McDaniel

Meeting began at 7:10: David reminded us that President’s can’t make motions, or vote unless to break a tie. Kendra made motion to accept minutes from last meeting, Mike seconded, motion carried.
Architecture: No report as majority of committee is absent.
Traffic report: Kevin Morgan will obtain radar traffic control car tomorrow. He will have for 7-10 days, and will do a training Saturday morning (24th) for all neighbors who would like to volunteer to monitor traffic speeds. Susie Carney to host a community traffic meeting May 9th at 7pm (4567 193rd Pl SE). Dave Paul, from King County residential traffic safety, will attend. We will discuss past and present data results, and address community concerns regarding high-speeds in our neighborhood.
Playground equipment: Kendra has information from three different companies. Playground community meeting April 7th at 1pm at South Cove playground. David to provide Kendra with financial records regarding age of current Big Toys playground equipment.
Maintenance: David presented bids from contractor Steve Meyers for four potential neighborhood projects, described here as Estimates 1, 2, 3, and 4. Steve has done past work for the Association, including the mailbox project and replacing and staining sign-posts.
Estimate 1 involves replacing wood on tables and benches at the park, as well as replace railroad ties and 2 x 4's surrounding picnic tables. The work is necessary due to dry rot, engraved graffiti, and other damage to existing wood. Steve's estimate for this work is $713.46. Ivonne expressed lack of confidence in Steve as a contractor, and volunteered to get a competing bid prior to the next board meeting. It was moved, seconded and carried that the board plan to implement the recommended work, but defer the project until additional bids can be considered at or prior to the next board meeting.
Estimate 2 is to remove and replace all pilings surrounding the entrance signs at S.E. 44th Way and 192nd Ave. S.E. with similar pilings constructed of new treated outdoor wood and stained to existing color. It was moved, seconded and carried that the board except Steve's bid of $421.22 to do this work.
Estimates 3 and 4 involving power washing and possible playground equipment improvement were referred to the tennis and playground equipment committees, respectively.
Tennis Courts: Susi Tom received bid from Town and County to weld on new hinges, install new expendable metal grill, and new wire on both gates (current wire drags on the ground) and paint some rusted areas for $647.00. It was moved/seconded and carried to accept the bid. Need for power washing of tennis courts is still to be evaluated.
Tennis Lessons: Susie Carney agreed to open up a second Key Bank checking account to operate the tennis lesson program from. Checks will be made out to South Cove tennis. Susie and David will distribute advertisement in South Cove area while advertising for the Easter Egg hunt. Susie will put flyers up at Sammamish Beach club tennis courts and in Greenwood point (both Homeowner President and Board member said ok). Susie to talk to the McDaniels about renting their ball cart as South Cove has no place to store a ball cart if one were purchased.
Newsletter Mailing: March 27th at 1pm at Susie Carneys (4567 193rd Pl SE), kids welcome.
Welcoming Committee: Ivonne is setting up “coffee chats” with two new homeowners and is working on assembling a packet of information to address covenants, tennis court keys, architecture committee, playgroup/babysitting coop, etc.
South Cove Homeowner Dues Collection: Give reminder calls/or go to their door if you can’t get a hold of them.
New Business: Ivonne suggested we continue to seek to start a Block watch program. David reported that last year the project was attempted, but dropped due to inability to attract an overall coordinator and news that King County no longer had budget to give training to neighborhood volunteers seeking to start programs. Ivonne will talk to the county to learn what might be able to be done.
