SOUTH COVE BOARD MEETING MINUTES

 

WEDNESDAY, JUNE 20, 2001

Meeting called to order at 7:30pm by Board President David Bangs

Secretary's Report -  Fred Riler

The minutes of the May Board meeting were sent to all members via e-mail the week after our May meeting.  A paper copy of the minutes was handed out at the start of our June 20, 2001 meeting for review.  The minutes were approved (with one dissension)

 

Treasurer's Report - Mark Buick

Mark Buick reported the Association has $36,000 is the checking account at this time.  We are down to seven (7) homeowners that are still past due.  Board members are working collections assigned to them.    At this time, there are no problems, no surprises.  Finances are on target with the budget.  

 

Fourth of July Activities – Mark Quaranta **

Mike is coordinating the 4th of July activities.  Including, but not limited to:

1)       Clowns Unlimited - there will be three (3) clowns, face painting, and romper room  

2)       Fun run

3)       Parade (9:45am)

4)       Bar-B-Q (starts at 11:00am)

5)       Soccer – 2on2 (Ivonne Thurlkill will coordinate – with help……..)

6)       Baseball (volunteers needed)

7)       Tennis clinic (kids – 11:30am – 12:15pm) put on by Doug McDaniel

8)       Tennis clinic (adults – 12:15pm – 1:00pm) put on by Julie McDaniel

(call Julie McDaniel to register for either or both clinics)

9)       Tennis tourney (Susi Tom will coordinate – with help…..)

Architectural Review Committee - Fred Riler

This past month, the committee took the following actions:

 

            Approved:

                        New windows, front entry/porch change

                        Back yard shed, playhouse, tree removal, house trim color

                        House paint color

           

Disapproved:

                        Addition of window to home being remodeled.

Fence request (on the park).

 

Violations:

Storage unit in driveway.  Homeowner contacted.  Unit is to be removed by 7-1-2001.

 

            Complaints:

                        Neighbor’s air conditioner – excessive noise.

                        Neighbor’s utility trailer with debris parked in driveway for excessive time.

 

 

Park / Entrance / Landscaping - Mark Buick

Mark will ask Olympic Irrigation for a bid to do the drainage repair.  NW Grounds has provided a bid of $5,000 for the work, but a second bid needs to be secured to ensure quality of work and bid competition for this nature of work. 

 

Mark noted how bad the east side of 188th looks from S.E. 44th Way, north to S.E. 46th.  This area does belong to South Cove, but has not been part of the park/entrance maintenance contract.  Mark will ask NW Grounds for a bid to include this area in their maintenance.

 

The number of dogs running loose in the park, in yards, at the beach, and in the lake at the swimming area was discussed at some length.  It is a South Cove regulation and King County ordinance that dogs are to be on a leash, and owners are to clean up after them.  But it is amazing how many owners think this doesn’t apply to their dogs.  Several solutions were discussed including:

            Letters to homeowners with loose dogs

            Fines for homeowners with loose dogs

Calling animal control to get loose dogs (this does no good as the dog is long gone by

the time they get here).

Taking dogs to animal control yourself

High pitch noise devices to chase dogs away

Taser guns

           

Everyone on the board agreed dogs running loose (with or without the owners) has become a major problem and we’ve had enough in this neighborhood.  Kendra Mills, Susi Tom, and Ivonne Thurlkill agreed to take this issue and find realistic solutions that can be implemented.  They will report back to the Board at the next meeting.

 

Tennis Courts - Susi Tom

Susi reported the new lock installed last month is broken.  She has scheduled lock repair to come out and make necessary repairs.  The estimate is around $100. 

 

Doug McDaniel commented on the courts and the need for cleaning (power washing).  Needs to be done once a year to save on wear and tear of court surface.  Susi will look into the cost of the power washing. 

The Board approved up to $100 for power washing.  If costs are higher than this, the Board will review.

Tennis Lessons - Susie Carney

Susie reported that six (6) classes are filled.  Sign up for lessons are going very well.  Anyone wanting to sign up, contact Susie Carney at (425) 373-3359. For more info, go to www.southcove.net.

Traffic – Susie Carney  

On May 9, 2001, Susie hosted a traffic meeting with Dave Paul, the Senior Traffic Engineer for King County reporting.  The minutes of this meeting are posted on the South Cove web site at www.southcove.net/minutes.htm.

 

Signs asking drivers to slow down and watch for children can be put up, but only after all homeowners have signed a pledge supporting such activity/action.  Susie will need volunteers to help with signature gathering. 

 

Two sided/two purpose flyers were handed out.  One side asks homeowners to remove or trim shrubs that block the view of drivers at intersections, or infringe on pedestrian walkways.  The other side asks a vehicle driver to be neighborly and not park on sidewalks.  Board members can share these with other homeowners (cut off the reference to Bellevue on the bottom). 

 

Playground – Kendra Mills

Kendra wants to wait for the recently mailed survey to see what homeowners want done in the neighborhood.  Right now, she is estimating the new playground equipment to cost $30,000.  Kendra reviewed the pieces of equipment to be removed, and samples of equipment that would be installed in its place. 

 

Doug McDaniel questioned how we would decide what to do and how to pay for it.  David Bangs indicated it would come from a dues increase, or special assessment.  The Board will get feedback from homeowners on what would go in, and how they would want to pay for it. 

 

Newsletter – David Bangs

The June edition of the South Cove newsletter was sent out and should be received this week by all homeowners.  The newsletter includes a survey of homeowner wants/needs.  Responses to the survey will be helpful understanding what homeowners are looking for in our neighborhood and provide direction for the Board.

 

Collection of Late Fees / Penalties – Susie Carney  

Deferred until the July meeting.
