SOUTH COVE BOARD MEETING MINUTES - WED, APRIL 25, 2001

The minutes of the March, 2001 meeting were read and approved as submitted.

Treasurer's Report - Mark Buick

We currently have $27,000 in our checking account. Revenues are on track with the budget.

There are 11 homeowners past due. Mark reviewed each of the 11 homeowners and asked board members to contact each of them again to solicit payment. Regardless of the reasons for

non-payment, if homeowners need to make special payment arrangements, they should contact

South Cove’s Treasurer, Mark Buick.

 

Architectural Review Committee - Fred Riler

This past month, we have had requests for the following:

House remodel - 2

Fence replacement - 3

New fence - 1 (under review)

Replace storage shed - 1

Replace deck - 1

Paint house - 1

Replace steps / sidewalk - 1

 

All requests were personally reviewed by an Architectural Review Committee member. All were approved, except the new fence request that is currently under review.

 

The new owners of the home at 4444 - 193rd SE started a major interior/exterior remodel without having submitted the proper approval requests. As soon as the ARC became aware of the work, the new owners were contacted, and asked to submit the review request, along with plans for the exterior of the house to ensure compliance with our Covenants and By-Laws. These were submitted and reviewed at our board meeting. They are being reviewed with the neighboring homeowners to ensure there are no issues/concerns on their part.  The ARC is also reviewing any additional information needed to complete the ARC request.

 

Two new issues were brought up at the meeting for ARC review:

 

1)       Several residents have commented on the Shurgard Storage unit in a driveway for over a

month on S.E. 44th Way. Per Article III, Section 5 of our Covenants, no temporary structure

is to be on any lot for longer than 14 days. The ARC will contact the homeowner for removal.

 

2)       There were comments about a home with green light bulbs in front light posts (2).

The ARC is discussing how to address this issue.     

 

 

Park / Entrance / Landscaping - Mark Buick

 

Mark reviewed the landscaping at the northwest entrance to the park. Our park maintenance vendor repaired the area where the cottonwood trees were recently removed (northwest entrance). It took 21 yards of dirt to fill and prep the area for grass seeding. This was an unplanned expense of $2,800, for which the maintenance firm got no bid, no approval.  Based on Mark’s review of the work (the need for the work to be done and the work that was completed), it was decided not to withhold payment.  The maintenance firm, and all vendors, will be reminded that no work is to be done unless there is a specific bid request, a cost estimate, and the work is given approval prior to it being performed.  Mark will be reviewing the budget for possible sources to cover this shortfall.

 

Bid specs had been submitted to repair benches (4), signs, and tables (2). The vendor's bid was $713.46. There was one additional bench, one additional table, and new bark around the benches that had not been included in the bid specs that needed to be done. The cost of this work was an additional $235.57, bringing the total project cost to $950.00. The shortfall of $236.57 is entirely in materials (no labor), and is being partially recovered by the vendor agreeing to some other work at no charge (i.e., mounting tennis court signs and tightening mail boxes).

 

Tennis Courts - reported for Susie Tom

 

Work is scheduled next week or the first week of May in the tennis court area.   

 

Steve Meyer will hang rules signs at no charge, one sign by the entrance, one by the exit.

 

Susie Carney reported on tennis lessons. Five people have signed up so far. She is looking for 27.

Lessons start June 25th. Given the lack of response by South Cove residents, Susie would like to extend her offer for South Cove tennis lessons to surrounding neighborhoods (Sammamish Beach Club, Meerwood, Greenwood Point, etc.).  David Bangs will again advertise the tennis lessons in the upcoming South Cove announcements.

 

Tennis nets need replacing. Doug McDaniel will work wiht Susie Tom to get them put up.

 

Tennis court resurfacing. There are some areas with holes in the surface. Julie McDaniel will look into the cost of patching, resurfacing processes, etc. and work with Susie Tom (tennis court chair).

 

Blockwatch – Ivonne Thurlkill  

 

King County is not sure they're going to continue to offer this program any more.  The reason the program was dropped by the County was that officers were called to address meaningless complaints that didn't required the County to get involved.  The programs in place were not addressing issues that pose a threat to the neighbors safety.  The County was being bombarded with futile complaints requiring a lot more staff than they have. Also the county budget doesn't allow any more training programs. King County does recommend the program (correctly enforced), and referred us to another county to seek training.  Ivonne will investigate and report at the next meeting. 

 

Dues Increase / Special Assessments - Mark Buick

 

Mark discussed our revenue, expense, and capital projects finances. We currently have an annual revenue of $52,315, expenses of $50,220, and $50,000 in capital improvements identified by the Board

 

The $50,000 in capital improvements the Board has identified include:   

Update playgroung equipment                 $30,000

Drainage repair in the park                          6,000

Walking path overlay                                12,000

Additional cottonwood removal                    2,000

 

Annual homeowners dues basically cover our annual operating expenses. There are no excess funds for capital improvements. There was discussion about how capital improvements should be funded, i.e., a dues increase? Special Assessment? Other?

 

The Board also wants to solicit homeowner for their capital improvement ideas for the community.  David Bangs will include a survey in the June newsletter.  From this, we should have a list of capital projects that our community would like to see done.  We can then determine costs for each of these projects; establish a prioritization, then determine how homeowners want to pay for them.  

 

At this time, the Board is only researching funding sources, i.e., dues increase, special assessments, etc. 

For the next board meeting, Mark Buick will research the covenants for dues increase and special assessments.  Each of the capital improvement items and will be researched to ensure we have accurate costs.  This includes drainage (Mark Buick); playground equipment (Kendra Mills); pathways (replace, overlay, widen) – (Ivonne Thurlkill).
