SOUTH COVE BOARD MEETING MINUTES

For Wednesday, April 19, 2000

 Meeting called to order at 7:00 PM by David Bangs

As the first item of business, Susi Tom was nominated to serve a three year term on the Board.  Susi was elected by a unanimous vote.

 

Brian Englund read the minutes from the March 15, 2000 meeting.  MSC (moved, seconded & carried) to approve the minutes as read.

 

Speed of Traffic- Kevin Morgan & Andy Hills

The issue of speeding traffic was raised, and the resulting safety concerns for children playing in the neighborhood.  Options for controlling speed were raised, including islands and speed bumps. 

 

Tom Goodspeed reported on the results of a study that was performed four years ago.  Monitoring revealed that the average speed was approximately 31 m.p.h., and also that the violators were primarily residents and their guests.  Considering this, and also that multiple departments would need to be involved in the installation of islands and speed bumps (e.g. finance, fire, etc.), the county required that the neighborhood take the initiative of implementing safety awareness programs before the county would consider taking further action.

 

It was reported that the recent speed check was organized by a homeowner, Kindra Mills.  Kevin Morgan agreed to look into the results of that study, and to also inquire with the county about safety awareness programs, and to report back to the Board.

 

Treasurers Report- Mark Buick

Mark reported that there is approximately $12,000 in checking and $20,000 in CD’s.  He also reported that there have been no significant payments except for routine maintenance contract payments.

 

There are still fourteen homeowners who have not paid their dues for the fiscal year beginning November 1, 1999. One more attempt will be made with phone calls before legal notices are sent.

 

It was MSC to waive a lien from 1994 for unpaid dues of $125.  The homeowner is contesting its’ validity, and we have been unable to produce supporting documentation.

 

Parks and Entrances- Mark Buick

It was reported that NW Grounds has been performing well under the contract for park maintenance.  The bare spot in the grass by the tennis courts caused by the “mud football” last fall will be re-seeded.  NW Grounds will check the drain next to the standing water that was reported on last month, and will also prune the trees on the pathway to the side of the park.

 

Brad Wallum led a discussion on the possibility of upgrading the playground equipment.  He has conducted an informal poll, and found most people support the idea.  Meerwood spent about $30,000 on their equipment, and with this as a rough guide of potential costs,  a plan for financing a complete upgrade would be necessary.  Possibilities included taking out a loan, a special assessment, voluntary donations, phasing it over a few years and deferring the second phase of the path project ($9,000+).  The least favorite options were the loan and special assessment.  Brad and Tom Goodspeed agreed to develop a preliminary plan for renovating the playground, along with rough costs, and to then report back to the Board for further discussion of the options.

 

Sign Project- David Bangs

David reported that the sign posts have been painted, and the new beach and tennis court signs installed.

 

Tennis Courts- Susi Tom

Susi reported on a few needs:

·        Power washing

·        New nets

·        Hole in fence by the “exit only” gate

·        Broken hinge springs

It was suggested that Beth Gomez may know who to contact regarding the fence and hinge repair.  The net (or nets) stored in David’s garage will be checked out and installed if in good order.  The power washing will be arranged for by Mike Quaranta in conjunction with the power washing of park benches.

 

Susi will also get information on a practice backboard, although this project may not be too likely in view of other priorities.

 

Beach- Mike Quaranta

Mike will arrange for new sand and general cleaning up of the beach area, as well as power washing of benches and the tennis courts.  He will contact TLC, the firm that has done the work over the past few years.

 

Special Events

It was reported that according to Laura Black, the Easter coordinator, everything is ready for the celebration on Saturday April 22.

 

The timing of the neighborhood garage sale was set for September 22,23 and 24.  Mark Buick has agreed to be the coordinator again this year.

 

Other

·        The topic of considering the use of a property manager for some of the accounting and other Board duties was deferred to the next meeting due to time.
