SOUTH COVE BOARD MEETING MINUTES
For Wednesday, February 16, 2000

Meeting called to order at 7:00 PM by David Bangs

Brian Englund read the minutes from the January 19, 2000 meeting. MSC (moved, seconded & carried) to approve the minutes as read.
Treasurer’s Report – Mark Buick
· Approximately $14,000 in checking.
· Approximately $20,000 in CD’s.
· 22 homeowners still have not paid dues for the year beginning 11/1/1999. A past due notice was sent out in January with a self addressed return envelope, but less than half responded, leaving the 22 outstanding.
· Board members agreed to divide up the list and make phone calls. The next step will be to send out letters referencing potential legal steps, including assessment of interest, etc.
· No significant budget variances.
Parks and Entrances- Mark Buick
Mark reported that the signed contract with Northwest Grounds is still not in hand, but they are performing the work. The area damaged by the kids playing football is being assessed as to what repairs may be needed, and as to whether signage may be needed in the future. Poor drainage in the park was discussed, and it was agreed that any remedy is beyond the scope of what is possible. It is assumed that the high water table is the primary culprit.

Project- David Bangs
The dissatisfaction with the brightness and glossiness of the blue lettering by some homeowners was discussed. David had attempted to obtain estimates for repainting, but no painting contractors he contacted were interested. After discussion of the difficulty of finding someone willing to do the painting, the risk of peeling and expensive future maintenance if not done right, and agreement that the signs do not look all that bad as is, it was MSC to defer any further consideration of repainting for a year
David also presented the new signs for the beach and tennis court, and it was MSC to hire Steve Meyers to install at time plus materials.
Architectural
Control- Chris Dederer
Chris reported that that plans had been submitted and approved for a remodel in the 4500 lock on 194th. Regarding the park walkways, Chris reported that he is attempting to get a commitment as to the specific scheduling by Totem Paving for Phase II of the project (overlay of the walkways sometime between Easter and July 4th).
Tennis
Courts
David reported on the request by a homeowner to use the tennis courts to give private lessons. There was discussion and agreement on several concerns regarding interference with others’ use of the courts during the lessons, and the potential for use of the courts by non-residents of South Cove. It was agreed to ask for more information as to possible ways there could be some benefit for South Cove residents without incurring some of these negative outcomes.
Easter
· Easter event falls on April 22.
· Mark Buick will again arrange for the Indian Princesses to fill the plastic eggs.
· David Bangs and Mark Buick will serve on a committee to solicit neighborhood assistance for the remainder of the work associated with the Easter event.
Other
· David Bangs will put out a newsletter prior to the Easter event. The board will have a work party to prepare the newsletters for mailing.
· Mark Buick will prepare a list of homeowners who have not already provided e-mail addresses. The board will divide up the list and make phone calls to attempt to obtain more addresses.
