SOUTH COVE BOARD MEETING MINUTES

For Wednesday, January 19, 2000

(At the home of Tom Goodspeed)

 

 Meeting called to order at 7:15 PM by David Bangs

 

Board members in attendance were:

Brian Englund read the minutes from the October 21, 1999 meeting.  MSC (moved, seconded & carried) to approve the minutes as read.

 

David Bangs led a discussion of roles and officer positions of board members.  The following assignments were MSC:

President- David Bangs

Vice President- Chris Dederer

Treasurer- Mark Buick

Secretary- Brian Englund

Architectural Control- Chris Dederer and Tom Goodspeed

Park Maintenance- Mark Buick

Tennis Court- Brian Englund

Beach- Mike Quaranta (has volunteered for the board - and we will consider his appointment in February)

Easter- Open

Fourth of July- Chris Dederer

Garage Sale- Mark Buick

 

There was general discussion about the role and image of the Board:

·        Regarding architectural control, that it is not the responsibility of the committee or the Board to patrol the neighborhood.

·        That similarly, it is not the responsibility of the board to be the neighborhood “police” when it comes to enforcement of HOA covenants in general.  The Board wants to help as possible, but cannot be expected to relieve each homeowner of their responsibilities to resolve their own disputes, etc.

·        The image of the Board was discussed.  It is believed that the image suffers when it is perceived that we are functioning as the neighborhood “police”.   It is at times a thankless job as it is, let alone to have to face criticism for attempting to remedy covenant violations.  The image seems to have improved in the past year, thanks to the projects that have been completed, or are under way, such as the mailboxes, signs, walkways and entrance landscaping.  In addition, the efforts to arrange the activities for the 4th of July and Easter are appreciated.

 

188th Entrance Landscaping- Mark Buick

It was reported that the project has been completed.  There have been many compliments, and special thanks were extended to Mark for arranging for this work to be done.

 

Sign Project- David Bangs

Although the project has been completed, there is some dissatisfaction with the brightness and glossiness of the blue lettering.  It was MSC to obtain a bid for repainting the lettering.

 

Landscaping Committee

The ad hoc committee formed to select a new landscaping company for park maintenance consisted of Mark Buick, Tom Goodspeed, David Bangs and Bob Tenace.  Northwest Grounds was selected (which also performed the work on the entry landscaping).  The existing contract was revised somewhat, primarily with respect to compliance and enforcement matters.  The price for the first year will be the same we have been paying, $19,800.  The price will be renegotiated after the first year.

 

Treasurer’s Report – Mark Buick

·        Approximately $35,000 cash in bank.

·        All but $6,000 of dues for year beginning November 1, 1999 collected.

·        No significant budget variances.
